What you should know about the Trade Support Loan

What is a Trade Support Loan?

The Trade Support Loan is intended to assist with the cost of living, learning and completing an apprenticeship by reducing the financial burden and allowing you to focus on your work and training. As with normal loans, it must be paid back. However, repayments aren’t mandatory until you start earning above the Repayment Threshold ($46,620).

Am I eligible?

The Trade Support Loan is available to Australian Citizens or Permanent Residents undertaking an Australian Apprenticeship in:

  • Certificate 3 or 4 qualification that leads to an occupation on the National Skills Needs List (Appendix B) and to a qualification on the Trade Support Loans Qualifications List; or
  • Certificate 2 – 4 Agriculture qualification on the Trade Support Loans Qualifications List; or
  • Certificate 2 – 4 Horticulture qualification on the Trade Support Loans Qualifications List with a workplace postcode on the Rural & Regional Postcode List (Appendix D).

How do I apply?

In addition to submitting an Application Form (available from MAS National), we require at least 2 of the following documents (1 from Group A & 1 from Group B):

GROUP A:

  • Australian Birth Certificate,
  • Australian Passport (can be expired but was current within past 2 years),
  • Current Permanent Visa,
  • Certificate of Citizenship, or
  • Visa Entitlement Verification Online (VEVO) statement/results
  • Letter from Authorised Referee for Indigenous apprentices without Birth Certificates

GROUP B:

  • Passport (any country)
  • Drivers Licence;
  • Proof of Age Card; or
  • Similar ID that meets the requirements below:

DOCUMENT REQUIREMENTS FOR GROUP A &/or GROUP B:

  • Each document must show at least your first and last name.
  • At least one document should include a photo of you.
  • At least one document must show your current residential address.
  • At least one document must show your citizenship status/visa status.
  • An additional (3rd document) can be provided if unsure if documents meet requirements (eg. Electricity Bill or Rental Contract).

If lodging via mail:

You will need to send to MAS:

  1. The Trade Support Loan Application Form; &
  2. Legible photocopies of the evidence documents.

Post to either:

  • MAS National, P.O. Box 2153, Preston, VIC, 3072; or
  • MAS National, P.O. Box 643, Mackay, QLD, 4740

If lodging in person with MAS:

You will need to have the original Application Form and evidence with you when they meet with MAS.

Apprentices can only submit TSL Applications…with evidence.

Rate increases:

The Lifetime Limit, Yearly Rate and Instalment Rate increase each year in line with the Consumer Price Index (CPI).

(E.g. If a 1st Year apprentice was receiving $702.62 in June 2020, their next payment in July will automatically increase to $718.07.)

Frequently asked questions

  • Does my parent/guardian need to authorize me to receive TSL if I am under 18 years of age?

    No. However, it is preferred that they do and this will be acknowledged by them signing the TSL Application Form.

    If we receive a TSL Application Form without the parent/guardian signature, we will contact you to find out why your parent/guardian didn’t sign and to ensure that you are aware that as it is a ‘loan’, it will need to be paid back once you start earning above the Minimum Repayment Threshold. Your response will be documented.

  • When do I have to start repaying the loan?

    Repayments are compulsory through the tax system once you start earning higher than the Repayment Threshold and your debt is at least 6 months old. The Repayment Threshold for 2020-2021 is $46,620. From 1/7/17 even if you move overseas you are still required to repay once your income exceeds the Repayment Threshold.

    However, if you wish, you can commence voluntary repayments through the Australian Tax Office (ATO) prior to reaching the Repayment Threshold.

    It is worth noting that you get a 20% reduction on your repayment amount if you successfully complete your Australian Apprenticeship.

  • How much will my repayments be?

    Compulsory Repayments are based on a percentage of your individual income once it reaches over the Repayment Threshold.

  • Can I get a bulk payment?

    No. The Trade Support Loan is structured to provide monthly payments over the duration of the Australian Apprenticeship until you no longer need assistance or you reach the Lifetime Limit.

  • Can I spend the money on whatever I like?

    Yes, the use of the loan is at the sole discretion of the person receiving it. However the intention is to assist with the cost of living, learning and completing an apprenticeship by reducing the financial burden and allowing you to focus on your work and training.

  • How do I stop loan instalments?

    You can contact MAS to opt-out of the Trade Support Loan at any time. Once your income reaches the Repayment Threshold, you only repay what you borrowed.

  • What do I do if my details change?

    You need to notify MAS within 14 days of any changes occurring as it can affect your next payment which is automatically generated. Failure to notify us could mean that the payment gets recovered from you by the government.

  • When do I get my money?

    Automatic payments are set-up for a 6 month period. On the same day each month your payment will be generated. It can then take 5- 10 days to reach your bank account. (eg. If you commenced/recommenced on 6/5/20 and have been approved to receive the Trade Support Loan, then on the 6th of each month your payment will be generated.

    It will then reach your bank account on approximately 11th to 16th of each month). Note: It may be longer over the Christmas period when the Department of Education and Training put a freeze on all apprentice payments/employer incentives for approximately 3 weeks.
